Jeep/Chrysler has had this for the last 5 years.

Almost everybody on the market, especially Lexus' direct competitors from Germany who pioneered this technology. Really don't know what took Lexus this long.
I don't know about automatic high beams, but I do know Lexus is known for pioneering a lot more than their German competitors. The features just usually take a long time before they trickle down to the "lower" cost models like the ES.
Examples being the 1989 LS was the first production vehicle to be offered with extensive laser welding and spring loaded components for a tighter fit and finish.
Lexus (Toyota) is all about Refinement and not jumping into technologies they cannot deliver with confidence. There is a reason why they're number one.

I hope they work better than all other i have tried. They switch way too late, well after oncoming traffic is blinded by the highbeams.
