Interior paint peels off on ES350 tail pipes

I am not sure if that happened to other folks but I got it twice. The interior black paint/insulation of my tailpipes are peeling of and the chrome is visible. It seems that Lexus solved the issue cause I was called for part replacement.I hope that this time the paint will hold. We have though winters here in Ontario and I drive the car daily close to 200 km a day.
