It's possible when you don't want to vend in any IP or technology or trade secrets, but are happy to trust the Chinese to innovate for their own domestic use anyways and pay you a cut.
If they see global auto standards as fracturing, you'll need each region / state to be more autonomous in design & execution.

The JV requirement was cancelled in 2022. It will take some time for more brands to follow suit. There are rumors BMW is also in the talks to establish a fully owned factory.
