Lexus SC Heater Fan Switch Malfunction

The heater fan speed adjustment switch on my ’95 SC300 has become intermittent. Occasionally it will work as designed, allowing the driver to select among several speeds, low to high. But most of the time, it will run on high only. Toggling to lower speeds has no effect. The “Off” button will turn everything off, but there is no way to get the fan to run at low or medium speeds, which is annoying. One mechanic says the only fix is to replace the entire heater control module, which of course is not available. Does anyone know another practical fix for this problem? Thanks.

Usually I'd expect the problem to be the switch rather than the control module (heater switch failure is kind of a mini-epidemic in post-1990 cars from all manufacturers for reasons I don't understand), but I'm not directly familiar with how the 1st-gen SCs were built.
